Punjab 2027: Pargat Singh’s Toughest Match on the Political Astroturf-By Gurpartap Singh Mann

Pargat Singh has captained India on the hockey field. Leading Punjab Congress into the 2027 elections may prove his toughest match yet. His clean image, sporting discipline and measured manner offer a promising beginning. But on this political astroturf, he must first persuade his own players to follow a common game plan. There are many leaders like Partap Singh Bajwa, Rana Gurjeet Singh, Sukhpal Singh Khaira, Sukhjinder Singh Randhawa and Charanjit Singh Channi who are far more senior than Pargat Singh. They bring experience and have their independent support bases. Several senior leaders who caused the change of the president may now expect greater influence. Pargat must respect their standing while establishing his own authority as the President. Political leaders often like to hunt together and share the bounty: the tickets, influence and positions. Managing those expectations, sometimes right but largely tweaked, will require firmness and strategy. Getting these leaders to work as a team will be a big challenge. Not many of these leaders are pleased to see an ex-SAD leader who joined Congress on 2017 take away the president’s chair.

Warring’s Experience and the Battle for Authority

Raja Warring’s episode is an experience and a caution. He worked hard on the responsibility entrusted to him by Rahul Gandhi after the defeat in the 2022 Vidhan Sabha polls. However, Congress won seven parliamentary seats in Punjab in 2024 during his presidency. Yet senior leaders grouped against him, boycotted programmes and literally choked his functioning. Whatever his shortcomings, undermining the president weakened the organisation.

Pargat inherits the existing working presidents, election committee heads and the District Presidents appointed by Warring. He was earlier perceived to be close to Channi camp. But now there are indications that the outgoing President Warring recommended his name for the appointment over Singla, changing the political equations. The Senior leaders will press for tickets for their supporters. Candidate selection must reflect public work, integrity, honesty and winnability. The final ticket list will reveal whether Pargat commands the team or merely accommodates the demands for respective “quotas”.

Malwa Representation

Malwa, with 69 of Punjab’s 117 Assembly seats, has the largest political weight. Here is a major challenge. Pargat and Channi (as MP from Jallandhar and Chamkaur Sahib as Puad area) are based in Doaba, while Bajwa, Randhawa represents Majha.

Malwa’s representation remains largely absent from this organisational structure, which will be an area of concern and will need focus.

Hindu Representation

Hindu representation also needs attention. Hindus constitute approximately 39 per cent of Punjab’s population. The 2021 controversy when Sunil Jakhar’s religion came in between him and chief-ministerial chair left an uncomfortable question about fair representation of Hindus in Congress. Now, Singla’s was a frontrunner, but the selection of Pargat, may risk to revive that perception and resentment. Hindu leaders need visible authority, alongside a convincing urban agenda on business, employment, law & order and public safety.

The Battle for Scheduled Caste Support

The Scheduled Caste electorate base, nearly one-third of Punjab’s population, once the backbone of Congress, cannot be taken for granted. Congress’s this traditional support already eroded in 2022. AAP’s freebies, monthly assistance of ₹1,000 for eligible women, rising to ₹1,500 for SC beneficiaries, and 300 free electricity units a month offer substantial relief to an ordinary household. At the same time, BJP is trying hard to expand its Ravidas and Dera Sachkhand Ballan outreach. In this area, Congress needs sustained engagement on dignity, education, jobs and rights. Channi’s importance alone is not sufficient.

Campaign Funds and Political Influence

Financial resources will be another test for Pargat. Booth level organisation, rallies, strategist, travel, publicity and digital campaigning require huge funding. He will have to raise substantial contributions for funding the campaign. Dependence on a few wealthy leaders, syndicates, mafia could be disastrous and will erode his image of a clean politician.

The Threat From Rebels

Rebels present another danger. Warring’s push for 60–70 young faces raised expectations among aspiring candidates. This was done on the wishes of Rahul Gandhi who wants new and young faces to be inducted into the party. This was the major bone of contention with the established leaders who do not want to share the political space with anyone except within their families. Now, if established leaders negotiate their way to the tickets (which they ultimately will) the disappointed aspirants, who have spent time, invested money on their career progression, could contest independently or move to rival parties. Rival parties primarily AAP, could benefit from encouraging and even sponsoring such candidates. A rebel need not win: even 2,000–5,000 votes diverted from Congress could change the entire maths of a close contest. Pargat must reconcile with this segment of young and ambitious leaders.

A Credible Blueprint for Punjab

Last but the most important, Punjab needs a credible blueprint, a vision, on drugs, law and order, farm crisis, water and youth employment. A believable manifesto with priorities, funding and a timetable.Pargat’s clean image can earn trust but his success will depend on building a disciplined team that works for victory before bargaining over its rewards.His toughest match is ahead on the political AstroTurf of Punjab:2027
