NAPA Condem BBMB decision – Satnam Singh Chahal

North American Punjabi Association (NAPA) Executive Director Satnam Singh Chahal strongly condemns the developments reported regarding the BBMB (Bhakra Beas Management Board) issue and the ongoing attempts to undermine Punjab’s constitutional rights.

In his statement, Chahal said that the reported decision to sideline Punjab and promote Haryana’s dominance in BBMB appointments is not only unjust but a direct assault on the federal structure guaranteed by the Indian Constitution. He noted that such actions weaken the spirit of cooperative federalism and create unnecessary tensions between states that have long-standing agreements and shared responsibilities.

Chahal stated that Punjab has always made monumental contributions—be it in agriculture, military service, or national development—and it is deeply troubling to see the state repeatedly pushed to the margins. He added that the people of Punjab will not tolerate any move that dilutes their legal, historical, or constitutional rights, especially over institutions like BBMB that are critical to the state’s water and power management.

NAPA calls upon the Government of India to immediately revisit this decision and ensure that BBMB continues to function strictly as per the original Punjab Reorganisation Act. Any deviation, intentional manipulation, or attempt to alter the representation of Punjab will only create mistrust and unrest.

Satnam Singh Chahal also appealed to all political parties in Punjab—regardless of ideology—to unite and protect Punjab’s rights with a collective voice. He emphasized that issues of water, electricity, and administrative representation must never be politicized for short-term gains.

NAPA stands firmly with the people of Punjab and urges the central government to restore justice, transparency, and respect for Punjab’s rightful share in BBMB governance.
