The North American Punjabi Association (NAPA) expresses deep concern that, despite holding the highest number of special sessions, the 16th Punjab Legislative Assembly has yet to achieve any meaningful results that truly benefit the people of Punjab. Instead, these repeated sessions have largely added unnecessary financial strain on the state treasury without addressing Punjab’s core issues and historical injustices.
Now, as preparations are underway to convene a special session at Sri Anandpur Sahib on the sacred occasion of the 350th martyrdom anniversary of Dhan Dhan Sahib Sri Guru Tegh Bahadur Sahib Ji, NAPA urges that this session must rise above political symbolism and deliver substantial outcomes. This historic gathering should become a turning point in Punjab’s constitutional and economic journey.
Review Outdated Agreements and Restore Punjab’s Rights
NAPA calls upon the Punjab Legislative Assembly to pass a strong resolution demanding the review of all agreements with other states that have exceeded 25 years, particularly those related to river waters and electricity sharing. Such outdated accords have long denied Punjab its fair and rightful share of natural resources, damaging both its agricultural base and fiscal stability.
Furthermore, NAPA firmly supports the demand for the repeal of Sections 78, 79, and 80 of the Punjab Reorganisation Act, 1966, which stripped Punjab of control over its own rivers and hydropower projects. These provisions have violated the spirit of federalism and remain a grave injustice against Punjab’s people. The time has come to restore Punjab’s constitutional authority over its natural assets.
Chandigarh Rightfully Belongs to Punjab
NAPA also strongly emphasises that Chandigarh must be declared the full and rightful capital of Punjab. Created as Punjab’s capital after Partition, Chandigarh has remained under Union control for nearly six decades due to political indecision and delay. The city is a living symbol of Punjab’s identity, history, and sacrifice. The slogan “Raise the collective voice — let Chandigarh fully belong to Punjab” must now become a reality through a formal legislative resolution and unified action.
Session Must Deliver Real Outcomes
NAPA urges all political parties in Punjab to put aside partisan interests and unite on these historic issues. The upcoming session at Sri Anandpur Sahib, the land sanctified by the teachings and martyrdom of Guru Tegh Bahadur Sahib Ji, must not be reduced to a ceremonial event. It should instead serve as a declaration of Punjab’s collective will to reclaim its rights, dignity, and due share under the Constitution of India.
NAPA reiterates that Punjab’s fight is not against any other state, but for justice, fairness, and rightful restoration of what historically and constitutionally belongs to it. Only through such bold and united steps can the Assembly honor the legacy of Guru Sahib’s supreme sacrifice — a sacrifice made in defence of truth, justice, and human dignity.
