Punjab’s Flood Warning Bell: Three Major Reservoirs at 20-Year July Low — Is the State Really Ready This Time?

Punjab is entering the second half of the 2026 monsoon season with a strikingly different water situation from the one that preceded last year’s devastating floods. The three major reservoirs that play a crucial role in the region’s water and flood management—Bhakra, Pong and Ranjit Sagar—are currently at their lowest July levels in two decades. The lower levels provide additional storage cushion and could be extremely useful if the Himalayan catchments suddenly receive heavy rainfall. But reservoir levels can change rapidly, particularly during an intense monsoon spell. How much money has actually been spent on flood-control works? How many vulnerable bridges and culverts have been repaired? How many flood-prone villages have proper evacuation plans? How many boats, rescue teams and medical units have been positioned in advance? These are the questions that will determine whether Punjab is genuinely prepared.

The condition of Punjab’s drainage system deserves particular attention. During extreme rainfall, even areas that are not directly beside major rivers can become flooded when drains and low-lying channels cannot carry the volume of water. Desilting and clearing these channels before the monsoon is therefore far more effective than removing water after homes and agricultural fields have already been inundated. Punjab cannot continue to treat drainage as a routine maintenance issue when climate extremes are becoming increasingly unpredictable.

The state also needs to strengthen real-time coordination with the agencies that control and monitor the major reservoirs and river systems. Punjab cannot control the rainfall that occurs upstream, nor can it independently determine every operational decision concerning reservoirs under the Bhakra Beas Management Board system. But it can ensure that information about rainfall, inflows, releases and river levels reaches district administrations and vulnerable communities quickly enough for preventive action to be taken.

The experience of 2025 should have permanently changed the way Punjab approaches flood management. The state cannot wait for a flood warning to become an emergency before beginning coordination. Vulnerable villages should already know their evacuation routes. Rescue equipment should already be positioned. District administrations should already know which roads will be used for evacuation and which locations can serve as shelters. Communication systems should already have been tested. Embankments should already have been inspected. Drains should already have been cleared.

There is also a larger issue that Punjab cannot ignore: climate variability. A prolonged period of weak rainfall can suddenly be followed by extremely intense rainfall over a few days. Traditional assumptions based on historical rainfall patterns may no longer be sufficient. Flood planning must therefore account for extreme rainfall events rather than simply preparing for an average monsoon.

The current reservoir figures offer Punjab an opportunity. With Bhakra, Pong and Ranjit Sagar holding substantially less water than at the same stage last year, there is greater storage space available to absorb a sudden inflow surge. This is a valuable advantage. But it is an advantage provided by nature, not necessarily proof of better governance. The government must use this window of relative safety to complete preventive works, inspect vulnerable areas and strengthen the infrastructure that failed or proved inadequate during the previous floods.

The most important question for Punjab in 2026 is therefore not whether another flood will occur. No government can honestly guarantee that Punjab will remain flood-free. The real question is whether the next extreme rainfall event will once again become a large-scale humanitarian and agricultural disaster because the state was not sufficiently prepared.

Punjab cannot control the monsoon. It cannot stop rainfall in the Himalayas. It cannot prevent rivers from carrying water downstream. But it can control the quality of its preparedness. It can strengthen embankments, clear drainage channels, improve early warnings, prepare evacuation plans, position rescue equipment and ensure that every department knows exactly what it must do before the water reaches people’s homes.

The comparison between July 2025 and July 2026 therefore sends a mixed message. The reservoir situation is currently more favourable from a flood-management perspective, but that alone does not prove that Punjab is safer. The government has taken some preparedness measures, but the real test has yet to come. If the Himalayan catchments experience another episode of extreme rainfall, Punjab will once again face a massive test of its dams, rivers, embankments, drains and administrative machinery.

The government should therefore welcome the current low reservoir levels not as a reason for complacency but as an opportunity to prepare aggressively. Punjab has more storage space this year, more experience from last year and a clear warning from the 2025 disaster. There is no excuse for being caught unprepared again.

The ultimate measure of the Punjab government’s flood preparedness will not be the number of meetings held, funds announced or mock drills conducted. It will be measured in the number of villages protected, the number of people evacuated before danger arrives, the condition of the embankments when the river rises and, above all, whether Punjab can prevent a natural disaster from becoming a man-made catastrophe.
