ICE Arrests Five-Time-Deported Felon in California; DHS Cites Cases Involving Manvir Singh and Partap Singh

U.S. Immigration and Customs Enforcement (ICE) arrested Mario Jesus Valdez-Flores, a Mexican national with a criminal record and five previous deportations, following a traffic stop in Kings Beach, California, on October 7, according to a statement released by the U.S. Department of Homeland Security (DHS).

The DHS statement said Valdez-Flores had previous convictions involving driving under the influence and the transportation or sale of narcotics or controlled substances. He had also been arrested on allegations involving first-degree robbery, conspiracy and assault with a deadly weapon. ICE officials said he would remain in custody pending removal to Mexico.

The department used the announcement to highlight several other cases in California involving non-U.S. citizens accused or convicted of serious offences. Among the cases it referenced were those of Manvir Singh, an Indian national for whom ICE reportedly lodged a detainer in May 2026 following a fatal semi-truck crash near Lodi, and Partap Singh, an Indian national linked to a multi-vehicle collision involving an 18-wheeler in San Bernardino in June 2024. The DHS statement said the latter crash seriously injured five-year-old Dalilah Coleman and several other people.

The cases have renewed attention to immigration enforcement, public safety and the screening and oversight of commercial drivers. However, the circumstances and legal outcomes of individual cases must be distinguished carefully: an arrest or immigration detainer is not, by itself, proof of guilt, and the allegations in each case should be assessed on their own evidence.

DHS Secretary Markwayne Mullin said the arrest of Valdez-Flores reflected the administration’s commitment to immigration enforcement and public safety. The department also criticised California’s sanctuary policies, arguing that they can complicate federal immigration enforcement. Those broader political claims represent the department’s position and should be considered separately from the facts of the individual cases.
