India Launches Digital OCI Card, Ending Paper-Based Process for Millions Overseas

NEW DELHI: In a major step towards modernising citizen services, the Government of India has unveiled a fully digital Overseas Citizen of India (OCI) card system that will significantly reduce paperwork and simplify procedures for millions of Indians living abroad.

Union Home Minister Amit Shah formally launched the e-OCI Card along with the upgraded FCRA 2.0 Portal in New Delhi on June 30. Describing the initiatives as part of the government’s digital governance agenda, Shah said the new platforms would improve public services while strengthening transparency, compliance and national security.

The newly introduced e-OCI Card replaces the traditional paper-based system with a completely digital platform, allowing applicants to complete every stage of the process online. From submitting applications and uploading supporting documents to downloading the approved digital card, the entire procedure can now be carried out electronically without the need for physical paperwork.

The move is expected to benefit more than five million OCI cardholders across the world. Existing OCI holders will also be able to obtain the digital version of their card in most cases without filing a fresh application or undergoing another round of physical verification.

One of the most significant changes under the new system is the removal of the requirement to obtain a new OCI booklet whenever a passport is renewed after the age of 20. Instead, cardholders will simply be required to update their passport details through the online portal whenever they receive a new passport.

Officials said the digital OCI card will carry a unique registration number, enabling real-time verification by authorities. The electronic format is also expected to eliminate problems associated with lost, damaged or misplaced OCI booklets while making international travel documentation more convenient.

Alongside the e-OCI Card, the government also introduced the upgraded FCRA 2.0 Portal, designed to streamline the administration of foreign contributions received by organizations operating in India. The new portal digitizes applications, renewals and annual filings while eliminating the need for physical document submissions.

The upgraded system incorporates several advanced digital features, including e-Sign authentication, Optical Character Recognition (OCR), and integration with PAN, Aadhaar, OCI, NGO Darpan and the Institute of Chartered Accountants of India’s UDIN verification system. The platform is hosted on the Government Cloud, MeghRaj, to enhance cybersecurity, improve regulatory oversight and strengthen monitoring of foreign funding.

Government officials said both initiatives represent an important milestone in India’s digital transformation efforts by making public services more efficient while reinforcing accountability, transparency and national security.
