Bhagwant Mann Under Pressure: Five Years of Allegations and the Questions Punjab Is Still Asking

Chandigarh: Punjab Chief Minister Bhagwant Mann entered office in March 2022 with a powerful political promise: his government would provide clean, transparent and corruption-free governance and would break with the political culture of the past. More than four years later, however, the Mann government is facing a growing list of questions from the Congress, Shiromani Akali Dal and BJP concerning corruption allegations, the conduct of ministers and officials, government expenditure, debt, drugs, law and order and the alleged influence of people close to the Chief Minister.

It is important to make one distinction at the outset. Political allegations are not proof of criminal wrongdoing. Some matters mentioned below are under investigation, some involve allegations made by opposition parties, and some have resulted in police or investigative-agency action. The purpose of the debate should therefore be to establish facts rather than declare anyone guilty before due process is completed.The bigger political question, however, is legitimate: When serious allegations repeatedly involve people in or around the government, how much responsibility does the Chief Minister have to publicly explain what happened, what he knew and what action he took?

The 2022 Beginning: The First Major Corruption Test

The Mann government faced its first major corruption controversy only a few months after taking office. In May 2022, Mann removed his Health Minister Vijay Singla after allegations that Singla had demanded a commission in government contracts. Mann presented the action as evidence that his government would not tolerate corruption, and Singla was subsequently arrested.Politically, this incident established an important benchmark for the Mann government. The Chief Minister had promised that corruption would not be protected merely because the accused was a minister or a member of the ruling party. Therefore, whenever similar allegations subsequently emerged against people close to the administration, opposition parties began asking whether the same standard of accountability was being applied consistently.

Debt and Government Expenditure Become Major Issues

As the government progressed, financial management became another major area of opposition criticism. Congress and other opposition parties repeatedly questioned Punjab’s borrowing, debt burden, subsidies and government expenditure.The Mann government has rejected the opposition’s description of Punjab’s finances as irresponsible. More recently, Mann and Finance Minister Harpal Singh Cheema have defended the government’s fiscal position and rejected claims that the state has been financially mismanaged.The dispute, therefore, is not simply about whether Punjab has debt. Punjab has carried a substantial debt burden for years. The political question is whether the Mann government has sufficiently controlled expenditure, increased revenue and created sustainable finances while continuing to borrow.Government advertising has also remained controversial. Opposition leaders have repeatedly questioned the amount of public money spent on publicity and argued that government resources should be directed towards Punjab’s basic needs rather than political image-building.

Drugs and Law and Order

The drug crisis has remained one of the most politically sensitive issues during Mann’s tenure. The government has repeatedly announced campaigns against drug trafficking and has highlighted arrests, seizures and police action.In 2024, Mann said that approximately 10,000 police personnel had been transferred as part of efforts to break alleged links between police personnel and drug traffickers.The government has continued to defend its anti-drug campaign. In August 2026, it announced a programme to train more than 21,850 teachers to identify signs of drug abuse and mental-health problems among students.Yet the opposition’s criticism remains that Punjab’s drug problem has not disappeared despite repeated government campaigns. Because Mann also holds the Home portfolio, opposition attacks over policing, organised crime and law and order ultimately put political responsibility directly on the Chief Minister.The question for Mann is therefore not whether his government has taken action. It clearly has. The question is whether the action has produced the results promised to the people of Punjab.

2025: Growing Opposition Pressure

During 2025, criticism of the Mann government increasingly expanded beyond individual controversies to the overall functioning of the administration. Opposition parties accused the government of failing to control crime, drugs and gang activity and questioned whether the police and civil administration were functioning independently.The BJP has continued to attack the Mann government over drugs, corruption and law and order. In recent weeks, BJP leaders have also accused the government of attempting to control the media narrative rather than address Punjab’s problems. These are political accusations and have been rejected by AAP.The political significance of these allegations is that they are no longer isolated complaints. They form part of a continuing opposition narrative that the Mann government promised transformational governance but has failed to deliver sufficient results in several critical areas.

2026: The Pressure Intensifies

The year 2026 has brought a new series of controversies that have placed the government under greater scrutiny.

One of the most serious involved Punjab State Warehousing Corporation official Gagandeep Singh Randhawa and allegations surrounding the conduct of then Transport Minister Laljit Singh Bhullar. Bhullar resigned from the Cabinet after the controversy, and subsequent police proceedings brought further allegations into the case.For the opposition, the controversy raised questions about whether government employees could be subjected to political pressure or influence. For the government, the resignation and investigation were presented as evidence that action would be taken when serious allegations emerged.The legal process must ultimately determine the facts. But politically, the incident again raised the question of whether Mann’s government reacts only after controversies become public or whether it has effective internal mechanisms to identify problems before they escalate.

The ED Land-Fraud Investigation

Another major controversy emerged in May 2026 when the Enforcement Directorate conducted searches in Punjab and Chandigarh as part of a money-laundering investigation linked to alleged land fraud and irregularities involving GMADA licences.According to reports, the investigation included searches involving people whom ED officials described as connected to an OSD in the Punjab Chief Minister’s Office.The government and AAP representatives disputed political implications drawn from those links. The fact that someone is described by investigators as being associated with an aide does not establish wrongdoing by the Chief Minister.Nevertheless, the development created a political problem for Mann because the investigation touched people alleged to be within the wider network surrounding his office.That naturally led to a straightforward question: What mechanisms does the Chief Minister have to ensure that people close to his office cannot use their access or influence for improper purposes?

August 2026: The Rajbir Ghumman Allegations

The latest controversy has brought the issue directly into the centre of the political debate.Reports published this week say that the Enforcement Directorate has sought action from the Punjab DGP concerning Rajbir Singh Ghumman, described as an OSD to Chief Minister Bhagwant Mann, along with two businessmen. The allegations reportedly include interference in transfers and postings and other forms of alleged corruption.These are allegations and must be investigated according to law. They should not automatically be interpreted as evidence against Bhagwant Mann personally.But the political question is unavoidable because the person at the centre of the allegations is described as being close to the Chief Minister’s office.SAD leader Bikram Singh Majithia has used the development to directly target Mann, arguing that Ghumman could not have operated such an alleged network without political protection. That is Majithia’s political allegation, not an established finding of an investigation or court.This is precisely where Mann needs to provide clarity.

What Does the Chief Minister Actually Need to Explain?

The opposition is asking several questions that deserve straightforward answers.Did the Chief Minister know about any alleged interference in transfers and postings? Did he receive complaints concerning his OSD or people connected to his office? If complaints were received, when were they received and what action was taken? What official authority did the people allegedly involved possess? Were any government decisions influenced by individuals who did not have formal authority to make them?Most importantly, if the allegations are completely baseless, why should the government not welcome a transparent investigation and place all legally permissible facts before the public?These questions do not amount to a declaration that Mann is guilty. They are questions of political accountability.

Is It Fair to Say Bhagwant Mann Never Responds?

It would be too broad to say that Bhagwant Mann never responds to opposition allegations.He has repeatedly rejected charges concerning his government’s record. For example, in response to recent allegations regarding examination-paper leaks and Punjab’s debt, Mann and Finance Minister Harpal Singh Cheema publicly denied the claims and defended the government’s record.Mann has also repeatedly defended his government’s record on drugs, corruption and governance.The stronger criticism is different: Does he provide a detailed, point-by-point response whenever allegations directly concern people working close to his office?That distinction matters.A Chief Minister does not have to accept every opposition accusation. In fact, he should challenge allegations that are false. But when allegations involve senior ministers, officials or close aides, the public deserves more than political counter-attacks. It deserves facts, documents and a clear explanation of what happened.

Why the Silence Becomes Politically Significant

Silence or what the public perceives as an incomplete response—can become politically damaging even when no wrongdoing has been established.If the Chief Minister responds immediately and transparently, he can potentially turn an allegation into an opportunity to demonstrate accountability. But when a controversy continues without a detailed explanation, opposition parties are able to fill the information gap with their own narrative.This is particularly important now because Punjab is moving towards the 2027 Assembly election. Congress Punjab president Amarinder Singh Raja Warring has already predicted that the Mann government could collapse and suggested that Mann may not complete his term.Such statements are obviously political attacks. But they demonstrate the intensity of the campaign that is now developing against the AAP government.

Mann’s Biggest Political Challenge

Bhagwant Mann’s greatest political challenge may not be any single allegation. It is the cumulative effect of repeated controversies.One allegation can be dismissed as political rivalry. Two can be described as coincidence. But when controversies over corruption, ministers, government spending, drugs, law and order, officials and people close to the Chief Minister’s office accumulate over several years, the public begins to ask whether there is a deeper problem with governance.That is why the Chief Minister’s response matters.The Mann government can legitimately point to its achievements, its anti-drug programmes, recruitment drives, infrastructure projects and actions against corruption. It can also point out that allegations made by political opponents are not automatically facts.But the government cannot expect the public to ignore serious allegations simply because they come from the opposition.

Punjab Needs Answers, Not Another Political War

Punjab has seen enough political battles where one party accuses another, the government denies everything and the matter disappears until the next election.What Punjab needs now is a different standard.If allegations are false, investigate them and establish that they are false. If an official has misused his position, take action. If a minister has abused authority, hold him accountable. If an aide has acted beyond his authority, explain how he obtained that influence and why the system failed to detect it.And if the Chief Minister himself had no knowledge of wrongdoing, he should say so clearly and support an independent process that establishes the facts.Bhagwant Mann came to power promising a different kind of politics. That promise means his government must accept a higher standard of accountability.The question facing the Chief Minister today is therefore not simply “Why is the opposition attacking me?”

The more important question is:

“What can I show the people of Punjab to prove that the allegations are either false or that my government has taken every necessary step to investigate and punish wrongdoing?”As Punjab approaches the 2027 election, this question will become increasingly important. The opposition will continue to make allegations. The government will continue to defend itself. But ultimately, it will be the people of Punjab who decide whether the Mann government’s explanations are convincing.For a government that came to power promising clean governance, transparency cannot be a slogan. It has to be demonstrated—especially when the allegations reach the doors of the Chief Minister’s own office.
